Abstract --According to the study of 2001, the research project report “The Planning and Standard of Disaster Prevention and the Establishment of Management System in Urban Planning, by Architecture and Building Research Institute of the Ministry of Interior, this study provides the planning for the government of Chia-Yi, which includes the strategy of disaster in Chia-Yi City, the influence area of emergency shelter of Chia-Yi City, disaster-rescue routes, refuge routes, alternative routes, database of disaster-rescuing and refusing space from survey . This study（2002 includes the addenda for data from last study, to modify the disaster-prevention and rescue system, the theory study in refuge rings, the establishment of information system of disaster-rescuing and refusing space and disaster strategy support system, the impact analysis and assessment of the dangerous space and flood hazard potential toward emergency shelter, the establishment of urban disaster protection planning, improvement and management.
The study aims to establish database system of disaster-rescuing and refusing space, and its application in urban disaster protection planning, improvement and management in Chia-Yi City. By the construction of disaster-rescuing and refusing space information system, we can proceed the evaluation of the hazard of building earthquake disaster and estimate befitting size of refuge rings in Chia-Yi, and consider influence on dangerous space and flood hazard potential toward emergency shelter to proposed the standard and strategy of disaster-rescuing and refusing space.
