Abstract -- The Water Resource Agency of MoEA (WRA) was established on 2002/3/28. According to the Law of Disaster Prevention & Rescue, WRA must set up an Emergency Handling Team (EHT) during the period of typhoon and/or heavy rain, in order to gathering the current situation of Hydrologic information and the Hydraulic Structure and providing them to The center of central Disaster Prevention & Rescue, so as to be the reference information for the decision making of disaster prevention & Rescue.
For the need of EHT and through a formal internal meeting of WRA, the 9th fl. WRA was designated as a place for EHT operation center. More hardware & Software are needed to achieve the requirement of an EHT operation center. Also. Taiwan Power Company, Taiwan water supply corporation need to be integrated to form a suitable environment of the EHT operation center.
On the functions of software, besides including the Hydraulic Information System, Flood prevention System of TanShui River, a support system will be developed in this plan, in order to help operation staffs to gather & analysis information , such as Hydrologic and Disaster data, Presentation Data and Notification Data. The main goal of this plan is to help the staffs of EHT to make the right decision through the information provided by the system.
