| Abstract --Taiwan 
              located in the area highly exposed to the attack from natural disasters 
              such as typhoons and storm brings about a great loss. For this reason, 
              this research focus on planning and assessing a best suitable information 
              communication scheme for decision support system of disaster rescue 
              during the natural calamity, and provides a guiding principle for 
              the rescue and emergency measure in the futureFifteen ways of information communication has been collected for 
              analyzing the workable and cost in this research. With the analysis 
              by AHP (Analytical Hierarchical Process), we suggest that the front 
              transmit section (from monitor station to river basin management 
              bureau) configure with wireless network in place of old modems, 
              the back transmit section (from river basin management bureau to 
              Water Resources Agency) equip with two different systems each for 
              peacetime and emergency period; the special railway line (T1) for 
              peacetime and satellite communication for the emergency period.
 We also has established a system for instant disaster information 
              transmitting, which integrates some advanced electronics productions 
              such as PDA (Personal Digital Assistant), cell phone, DC (digital 
              camera), GPS (Global Position System) and digital compass. The staff 
              in the disaster site could transmit live pictures, local coordinates 
              and direction to decision center via cell phone, providing rescue 
              policymaker in the center capable of clearly understanding what 
              happen over there.
 This research draws up one information communication system in accordance 
              with nowadays science and technology and continuity in the future, 
              and we hope to apply this system in practical in one river basin 
              to demonstrate.
